Proposition A: Streets
The issuance of $45,125,000 of bonds for Streets, and levying a tax in payment thereof.
Proposition A allocates funding for designing, acquiring, constructing, renovating, improving, extending, upgrading, updating, and equipping City street, bridge, multi-modal and sidewalk improvements as well as related incidental improvements, and the purchase of land, easements, rights-of-way, and other real property interests with respect to:
- Mingo Road (from Bell Avenue to Mockingbird Lane/U.S. 380 generally)
- Ruddell Street (from U.S. 380 to Mingo Road)
- Railroad Quiet Zones (from Mockingbird Lane to Frame Street)
Mingo and Ruddell Roadway Improvements and Railroad Quiet Zones
Quiet Zones and an extension of Ruddell Street were included in the 2014 Bond Election. However, both projects were insufficiently funded and could not be completed. Proposition A projects include roadway, sidewalk, and drainage improvements on Ruddell Street and Mingo Road and projects to support implementing quiet zones at Union Pacific Railroad crossings along Mingo Road.

Mingo Road Improvements
Proposed Project
- Construction of a 3-lane roadway between Bell Avenue and Mockingbird Lane/U.S. 380 (2 lanes running east and west with a center turn lane)
- Addition of bike and pedestrian infrastructure
- Installation of a drainage system to manage stormwater runoff and prevent flooding
- Installation of street lighting to enhance visibility and safety
- Replacement of existing utility infrastructure nearing the end of its useful life
Ruddell Street Extension
Proposed Project
- Construction of a 3-lane roadway between Mingo Road and U.S. 380 (2 lanes running north and south with a center turn lane)
- New roadway alignment at the Union Pacific Railroad crossing south of Mingo Road
- Closure of the Willis Street and Pertain Street railroad crossings at Mingo Road
- Installation of a new traffic signal at Mingo Road and Ruddell Street
- Installation of bike and pedestrian infrastructure at Union Pacific Railroad crossings
- Installation of street lighting to enhance visibility and safety
Railroad Quiet Zones
Proposed Project
- Quiet zone implementation at Union Pacific Railroad crossings along Mingo Road from Frame Street to Mockingbird Lane, including new lights, gates, raised medians, and traffic signal preemption for emergency vehicles
- Quiet Zones will be added at the Mockingbird Lane, Private Driveway, Nottingham Road, Ruddell Street, and Frame Street crossings
- Railroad crossings at Pertain Drive and Willis Street will be removed
- Installation of bike and pedestrian infrastructure at the above railroad crossings
Project Outcome
- Increased safety and capacity for vehicular, bicycle, and pedestrian traffic in heavily used transportation corridors
- Walkability between Texas Woman’s University, downtown, DCTA transit stops, and nearby residential properties
- Achieving Quiet Zone compliance along Mingo Road, resulting in trains no longer being required to blow their whistles at crossings
- Removing and/or realigning railroad crossings in favor of safer crossing options
- Compliance of Mingo Road and Ruddell Street with the 2022 Mobility Plan (PDF) and 2022 Parks, Recreation, and Trails System Master Plan (PDF)
Bond Funding
Estimated Project Total: $45,125,000
The potential projects detailed represent the program the City Council intends to undertake to accomplish the intent of the approved bond propositions; however, projects may change. In that event, the Council may direct proceeds be expended for other projects within the voter-authorized purposes of each proposition.
