Sprayground
- Estimated Cost - $200,000
- This project will fund the construction of a small/medium splash park. The park will contain spray jets and water features such as water cannons and dumping buckets. Since there is no standing water at a splash park, no life guards will be required, and it will be available for use more hours per week than a standard pool.
Bonnie Brae Street (Interstate 35E (I-35E) to North of Scripture Road)
- Estimated Cost - $9,500,000
- This project consists of increasing the capacity of this section of Bonnie Brae Street to secondary arterial (four-lane divided) status to match the City's Mobility Plan. The roadway widening is already funded north and south of this section, and right-of-way acquisition and preliminary design of this particular section is already funded and underway. The funding sought is for final design and construction.
Bonnie Brae Street (University Drive to Windsor Drive)
- Estimated Cost - $6,100,000
- This project consists of the reconstruction and widening of Bonnie Brae Street to secondary arterial status in accordance with the City's Mobility Plan. Bonnie Brae Street will be widened south of this section. The funding sought is for design, right-of-way acquisition, and construction.
Ruddell Street Extension at Mingo Road
- Estimated Cost - $5,780,000
- This project will align Ruddell Street across the existing Union Pacific Railroad tracks and provide an improved crossing and connection at Mingo Road. The existing roadway alignment is disjointed at Mingo Road, and because of grade issues with the railroad, City construction vehicles are forced through the adjoining neighborhood. New alignment will improve connectivity and crossing safety. The funding sought is for design, right-of-way acquisition, and construction.
Hickory Creek Road (Farm to Market Road (FM) 2181 to Riverpass Drive)
- Estimated Cost - $3,000,000
- This project will allow construction to proceed on Hickory Creek Road from FM 2181 west to Riverpass Drive to expand the roadway to a four-lane divided thoroughfare. Bonds were previously sold for this project, but funding levels were insufficient to cover all project costs. The right-of-way has already been acquired and engineering is complete. The funding sought is to provide for construction.
Morse Street Expansion (Loop 288 to Mayhill Road)
- Estimated Cost - $2,900,000
- This project will provide uniform capacity for Morse Street throughout its length by removing the potential "pinch point" between Kimberly Drive and Mayhill Road. The existing Morse Street is a two-lane road between Kimberly Drive and Mayhill Road, while the remainder of Morse Street from Kimberly Drive to Woodrow Lane is built as a secondary arterial (four-lane divided). The funding sought is for design, right-of-way acquisition, and construction.
Transportation Division Facility
- Estimated Cost - $1,500,000
- Construction of a new facility for the City's transportation division to accommodate growth in staff, equipment, and storage requirements.
Wheeler Ridge Connection (FM 2181 at Jordon Lane)
- Estimated Cost - $620,000
- This project will provide funds for an alternative point for access into the Wheeler Ridge subdivision for residents and emergency service vehicles from Saddle Drive to Jordan Lane and ultimately to FM 2181.
Reconstruction of Fire Station Number 3
- Rebuilding of Fire Station Number 3, located at 1204 McCormick Street, due to age and deteriorating conditions.
Reconstruction of Fire Station Number 4
- Estimated Cost - $5,020,000
- Rebuilding of Fire Station Number 4, located at 2110 Sherman Drive, due to age and deteriorating conditions.
Communications Center & Criminal Investigations Bureau Relocation
- Estimated Cost - $2,000,000
- This project will fund the remodeling of 6,000 square feet of existing office space and the finish out of 4,500 square feet of unfinished space for the Communications and Criminal Investigations divisions to accommodate growth in service demands.
Police Lobby Renovation
- Estimated Cost - $115,000
- This project will fund the remodeling of the Police Department's lobby to better serve walk-in customers and man non-emergency telephone lines as well as enhance security standards.
Police Firing Range Improvements
- Estimated Cost - $485,000
- This project will fund safety and security enhancements for the Police Department firing range, including improvements to the entrance gate, landscaping, security, drainage, parking, berm height, and the construction of a permanent range house.
Magnolia Street/Hinkle Drive Drainage, Phase 2
- Estimated Cost - $2,557,000
- This project will fund the construction of a separate storm drain system to capture, contain, and convey the runoff from the upper portion of the watershed to the outfall at Pecan Creek, south of Good Samaritan Village. This project will further alleviate flooding in the area and enable the reconstruction of Hinkle Drive.
Pecan Creek Drainage Improvements, Phase 2
- Estimated Cost - $2,485,000
- This project will fund the design and construction of drainage improvements from west of Locust Street to Prairie Street along the alignment of Pecan Creek Tributary - 4 as recommended in the 1997 Pecan Creek Master Plan and subsequent plan updates. These improvements will remove a significant number of - 16 - existing structures and properties from the 100-year flood plain, allowing infill development and redevelopment in the downtown area.
Eagle Drive Drainage Improvements, Phase 2
- Estimated Cost - $2,097,000
- This project will fund the drainage box and channel improvements from east of Elm Street to Eagle Drive. These improvements will remove properties and structures from the 100-year floodplain and alleviate flooding in the area.
Eagle Drive Drainage Improvements, Phase 2

South Bell Avenue Drainage System

- This project will fund the South Bell Avenue drainage system in the area, helping to alleviate flooding in this section of the downtown area.
Hickory Street Drainage & Trunk Line System
- Estimated Cost - $600,000
- This project will fund the Hickory Street drainage and truck line system in the Downtown area, helping to alleviate flooding and conveying collected storm water to the creek.
Tennis Center Remodel/Expansion
- Estimated Cost - $3,444,000
- This project will fund the relocation and expansion of the Goldfield Tennis Center to include 12 tennis courts, ADA accessibility improvements, and a new pro shop.
Water Works Park Additions
- Estimated Cost - $2,443,000
- This project will fund the construction of a new wave pool, permanent concession facilities, and additional shade areas at the Water Works Park.
Vela Soccer Complex Phase II Construction
- Estimated Cost - $1,333,000
- This project will fund the completion of Phase II of the Vela Athletic Complex at North Lakes Park, including a permanent concession area, a year-round restroom facilities, a large pavilion to accommodate tournaments, connecting sidewalks, and a playground structure.
Street Reconstruction
- 2012 Bond Allocation -20,000,000
- 2014 Bond Allocation - $24,000,000
- This project will fund the reconstruction of various deteriorating streets throughout the city. The streets selected for reconstruction were identified to be in poor condition through an Overall Condition Index (OCI) survey, which rates street segments based on condition and quality. Combined with remaining bond funds approved in 2012, this program will provide $6 million per year in street reconstruction funding through 2019.
Traffic Signal Improvements
- Estimated Cost - $3,000,000
- Installation and/or replacement of traffic signal infrastructure at various locations throughout the city.
Roadway Improvements
- Estimated Cost - $2,000,000
- Design and construction of various roadway improvements within the city over the course of the next six years.
Sidewalk Improvements
- Estimated Cost - $2,000,000
- Design and construction of various sidewalk projects within the city over the course of the next six years.
Railroad Quiet Zones (Union Pacific Railroad North)
- Estimated Cost - $930,000
- This project will provide funds to install specific signalization and infrastructure at the Union Pacific Railroad grade crossings located at Fish Trap Road, Cooper Creek Road, Mockingbird Lane, Nottingham Road, Pertain Street, Willis Street, and Frame Street to effectuate a railroad quiet zone.
Railroad Quiet Zones (McKinney Street to Prairie Street)
- Estimated Cost - $350,000
- This project will provide funds to install specific signalization and infrastructure at the Union Pacific Railroad grade crossings located at McKinney Street, Hickory Street, Sycamore Street, and Prairie Street to effectuate a railroad quiet zone.
Southwest Park Master Plan & Design
- Estimated Cost - $1,255,000
- This project will fund the master planning and design services necessary for the development of the Southwest Park, including survey, platting, and environmental assessments. This information will then become part of the master plan for the development of the park, which will eventually include a recreation center, athletic facilities, aquatic components, and trails.
Property Acquisition
- Estimated Cost - $1,005,000
- This project will fund the purchase of new park land in the city. Funds could be supplemented with Park Dedication funds.
Playground Replacements
- Estimated Cost - $890,000
- This project will fund the replacement of seven play structures at Milam, Nette Shultz, Carl Young, Fred Moore, Denia, McKenna, and Evers parks to meet current Consumer Product Safety Commission playground standards.
Parks Improvements
- Estimated Cost - $355,000
- This project will improve several parks, including the addition of two lighted tennis courts at South Lakes Park and a pavilion at Lake Forest Park.
Trail System Expansion & Addition
- Estimated Cost - $250,000
- This project will fund the expansion of the off-road pedestrian trail network, allowing citizens access to parks and recreation centers and providing safe routes to work, school, and shopping centers. These funds may also be used as the City's match for grant funding.
